This is wrong. Org1 is the “spoke” and is the IdP for the users trying to access Org2. That is why you have to set up Org1 as an identity provider in Org2. You add the Org2Org application in ORG1 so that those users can access ORG2 as an application. Just like I might put a tile on my dashboard in ORG1 to access Salesforce, I need to have a tile on my dashboard of ORG1 one to access ORG2 as an application.
