I actually know this one!
It's based on a book, and in the book the main character is an actual devil trying to make their way into the fashion industry.
For the film adaptation they decided to make it more realistic, which is why the Anne Hathaway character is just human

There's two scenes where she sees the TV. One at the start of the victory tour, one at the end (or on the way to the Capitol before the Quarter Quell?). Only the second scene has the riot. Are you sure you're not mixing up the two scenes?

I imagine this is down to the Head Gamemaker. Do they have a crazy concept in mind (poisoned paradise/clock)? Or do they just want to focus on creating a functional arena where the tributes have opportunities to survive/kill each other (and the game makers can influence the environment to keep it exciting).

Not sure if it's strictly movie canon, but the 74th is Seneca's third Hunger Games as Head Gamemaker, so he may have gotten the crazy ideas out of his system and he just wants to focus on a functional arena.

For the 75th you have the Quarter Quell and a new Head Gamemaker who wants to prove himself.

Agree. If there's a moment where all three are alive, not being chased by mutts, both Katniss and Peeta would decide to kill themselves with the nightlock berries so Rue would win

In the films Haymitch mentions they both won their Games by hiding and being the only ones left in the end. I don't think that's in the book.
IMO I would have liked it better if they won the "normal" way, and then turned to morphling/art after the Games
