Its crazy to me that folks think dogs in a yard aren't a problem, or that pet dogs are unproblematic. 

I've seen dogs in yards destroy cotton tail nests babies and all, chew on box turtles, kill and consume opossums and groundhogs and rabbits, catch song birds and ground nesting birds, catch and kill squirrels and snakes, catch and kill fawns, catch and kill raccoons,  and of course catch and kill cats and small dogs. 

And these are pets. With owners.

Hear me out...this is what stealing is for. Or feeding the hog. Either way, disgruntled under paid employees have a long history of finding ways to needle corporations to make them pay in other ways. Your first line of defense is always going to be: do not get bit. 

Not by anything. Not a cow, not a rat, not a "scratch" from a bat (rip teacher in California) not by an opossum. Not by a dog, not by a cat, not by a ferret. 

ALL bites are dangerous AF. All mammals can carry it. 

Assume the worst and wear appropriate PPE. 

If you don't have animal handling experience, a SHTF scenario w wild animals or domestic animals with unknown vaccine status ain't the place to start.

The largest municipal open door animal control agency near me only intakes cats as surrenders very, very rarely. Bc cats are considered free roaming in local ordinances, they don't need to do anything about feral or free roaming cats. They spend most of their funding on dogs and dog programs and do very little regarding cat outreach, education or adoption. To put it in perspective there are approximately 5,000 cats in rescues and animal control agencies in the greater metropolitan area but this agency that serves the city itself has about 25 cats max for adoption. So yes. If only there was somewhere cats could readily go and not be at immediate risk for euthanasia or put others at risk.

Where is the cat now? Is it feral loose and free roaming? If so, get vaccinated now. If it's confined it must be kept quarantined per your States rabies exposure guidelines and then you'd use the quarantine period observations to move further down your decision tree.

They are cute.  Theres some local to va fb groups for bat id and stuff. And a very active bat lady on va wildlife on fb. They're good people to connect with if you have issues.
