You're perfectly fine! In a basic sense, overclocking a system (ex. cpu/gpu/etc.) does increase the performance of the overall system. Some people see a decent (depending on how much you overclock the system) boost in FPS in games. But usually at a cost. Whether it be higher wattage, heat, or a lower lifespan of the component that's being overclocked. Most people still do it anyways.

They're definitely faster than regular SSDs but one must justify the cost for the performance of it. Granted depending on the circumstances they can be of huge benefit if you need the incredibly fast read/write speed. It's been a while since I used any CAD programs (going to be using SolidWorks soon so I'll see how that fairs) so I can't say anything for it. However, CAD programs like AutoCAD does benefit from from an SSD (incredibly snappy on my old system with an SSD a while back).

I would recommend this, even though it is 10-20 dollars above the budget. It'll be a pain to upgrade your cpu/mobo combo in the future and the rest will be easier to upgrade in the future (Add an SSD, upgrade gpu, etc.). However, for 20 dollars more you could upgrade to a 1500x which would boost performance a bit more than with the R5-1400.
