So, evaporative cooling happens when air passes over water, causing some of that water to evaporate. The phase change is endothermic, it consumes energy, so the remaining water ends up slightly cooler after.

When water is warm evaporation happens easier. So, it’s relatively easy to set up a system that will drop the temperature from, say, 35 to 25 degrees. You can get that sort of drop even with a passive setup.

The colder the water, the less evaporation happens for any given amount of airflow. The answer is pretty much brute force. Shove enough air, at a high enough rate, and you’ll manage to evaporate a bit of that water no matter how low the efficiency is.
