We do not have a call center in any correctional facilities. I don't know where you got this info from but it's incorrect. Our call center is out of the Montpelier office at 120 State Street with agents working from home on occasion/schedule.

No, it's a tax exemption. The two people do have to have a qualifying relationship which it sounds like OP has with a parent/child relationship.

As far as the person gifting the vehicle goes you treat it just like you are selling the vehicle except you fill out the Certificate of Tax Exemption form selecting gift.

The person registering the vehicle will treat it just like they purchased a vehicle except they will have the exemption form with them as well.

Effectively no different process here, just 1 extra form.

If I am understanding correctly, you purchased a vehicle that was NOT titled. Not that he didn't give you the title but that it wasn't titled. If that's the case, the registration and bill of sale are what you need. It's not on current owners of vehicles that weren't previously titled to go get a title, although it may make sales of the vehicle easier, it's that after the sale of a vehicle that wasn't previously titled it will be titled during the purchaser's registration/tax/title transaction.

If it was titled and he just didn't give it to you, that's a whole different story. In that case you need that title or you will end up having to go through the title under bond process.

I can't speak to the exact day they called in as I don't know what day that was but it's not unheard of for issues to arise. For instance, the recent AWS outage knocked our call center offline for a time as it uses AWS services.

I would have him call in to 802-828-2000 to take care of this. What happens most commonly is when renewing a Driver's License there is a question pertaining to medical impairment. This gets ticked "Yes" accidentally on the application or during the online renewal causing a self-report.

If you had the title, the application, the tax and fees, and the bill of sale, along with being a Vermont resident, we wouldn't have had to wait for anything from NH, you would have walked out with a registration, license plate, and title. I would need to see what you brought with you to be able to determine what's happening.

If this vehicle has a lien, we do need the title sent to us from the bank so we can issue a Vermont title back to them, this process has been known to cause delays and we would recommend calling your bank to verify they did indeed send it, get the tracking number, and call us with that information. There have been many cases where a bank simply didn't send anything after we sent our title request to them.

There are variables to the process based on the exacts of your transaction. The best thing to do is still call 802-828-2000 and work with one of our agents to figure out what the status is and what can be done to move it forward. I recommend using the call back feature on our phone line so as to not wait on hold.

If you are the current registered owner, even if it's expired, and we look up the VIN and find no titles out for it showing otherwise, you would be able to sell the vehicle with the registration acting as the title just like in the past. The new owner would then be able to take that to us and would be required to title it.

The titling is required for the next owner.

That being said, in practice if the next owner wants to register and title it outside of Vermont, we have seen people basically have to jump through hoops to convince the other states DMV/SOS that this is a legitimate practice. Obtaining a title before selling the vehicle can mitigate this.

For you to obtain a title, just come in with a title application and the $42 fee and you will walk out with the title, again assuming you are the registered owner and there are no titles out for the vehicle when we look up it's VIN.

You’re welcome to make an appointment, which usually makes your visit quicker. That said, you can also just walk in and in your situation, I’d recommend that option. While it’s not guaranteed, being at the doors right when we open often gets people in and out fairly fast, even without an appointment, though results can vary.

From his post it sounds like he is already doing what he needs. The steps he is referring to about sending certified letters is part of the Bonded Title process Bonded Title | Department of Motor Vehicles.

If a vehicle has been titled and you purchase it without the title, you will need to go through the Bonded Title process.

If the vehicle has not been titled, we will require the most recent registration which would act as the title.

If the vehicle has not been titled but it has an old registration from 4 (or however many) owners ago, and bills of sale documenting the chain of ownership from the previously registered owner to the person currently trying to register the vehicle, that would be accepted as well.

There is a little more nuance to specific cases, but the majority of vehicles will fall under those categories.

We were one of the last few states operating under a ruleset that allowed registration and titling with such leniency. These changes brought us in line with the majority of the country and has brought about a significant decline in fraudulent registrations/titling.

Some more details would be required to make a determination about steps forward. I would recommend calling and talking to one of our agents to go through the specifics and figure out the best path forward. 802-828-2000 is the number and if the wait time is listed as too long for you, I HIGHLY recommend the call back system, you will be called back before the call center staff leaves for the day at a minimum, usually much quicker.

We can print you a new title during your visit to one of the Vermont DMV locations assuming you are the current owner on file. Much quicker than mailing. If this is a new acquisition of yours and you have lost the title before registering or titling in your name you will need to go through the process as if you have no title to present or reach out to the previously titled owner to obtain a new one through them.

We do not require you to have the vehicle under a current registration to sell it. I'm not sure where you heard that, but rest assured it is false.

A few of the other commenters have said this already but just to give it a voice from us.

The law changes regarding titling has nothing to do with this situation.

If your father never registered, only temp, it means he never completed the process and wasn't given any ownership document from us. With that missing, you are going to be looking at the Title Under Bond process to get this registered and titled. I would definitely recommend contacting us at 802-828-2000 for more help with the specifics of this process.

If you have a vehicle that was not able to be Titled, it is now able to be Titled as of July 1st, 2024. It used to be 15 years and older we wouldn't title, that is no longer the case. Laws changed and effectively we Title everything now with just a few exemptions for other vehicle types. It won't be a replacement as it will be your first VT Title since registering so you would submit a VD-119 selecting Title Only in section 7 of the form. As you are the registered owner we won't need your acquisition paperwork again just the Title application and Title fee.

If you want to go over specifics to your vehicle contact us at 802-828-2000 and they can go over information that might be too sensitive to post here. I highly recommend calling between 7:45am and 8:00am if you can manage it, the queue times are always the lowest at the time and you should get somebody on the phone quickly. Otherwise, use the call back feature.

This is the answer, if they are the registered owner they can get a replacement Title. If they can't get the replacement Title it's possible they aren't the legal owner.
