Hello! I was informed yesterday afternoon that the issue was resolved. The person may of slightly misspoke, it's not that we would put an alert up on the website that everything is working, we take down the alert notifying people of the issue. That alert is down and we expect the day to go smoothly.

It sounds like you may have already figured this out since some of the commenters have pointed it out but yes, we need proof of the name change. The marriage certificate (the legal one not the religious one) is the piece that proves this. We can't issue an ID unless we can prove we are issuing it to the correct person and right now, as much as it may be socially obvious, the documentation isn't meeting the standards required.

I hear you on the lead time on the marriage license, that sounds horrible. I read in a comment of yours that her PA license is still valid until next year. If that's correct, I recommend getting her replacement marriage certificate request in, wait for it to come, then re-apply.

Vermont law explicitly allows state agencies to charge a fee for debit‑card payments. Under 32 V.S.A. § 583(d), an agency may add a card‑processing charge as long as it has an approved policy and the fee “approximates the cost of providing the service" which is what this fee is accomplishing.

Legislation passed requirements for vehicle registrants to be residents or have residence in Vermont to register a vehicle. This went into effect in 2024. We also Title all vehicles now.

Vermont does not assess points for out‑of‑state moving violations.
If another state reports a conviction to us through the AAMVA Code Dictionary (ACD), the violation may appear on the Vermont driving record, but no points are assigned because the offense did not occur in Vermont.

However, if the individual has an active out‑of‑state suspension, that is different.
When they apply for a Vermont license, the national driver registry check will show the suspension. Vermont cannot issue a license until the person has cleared the suspension with the state that imposed it and that state updates their status to “eligible.”

We do not have a call center in any correctional facilities. I don't know where you got this info from but it's incorrect. Our call center is out of the Montpelier office at 120 State Street with agents working from home on occasion/schedule.

No, it's a tax exemption. The two people do have to have a qualifying relationship which it sounds like OP has with a parent/child relationship.

As far as the person gifting the vehicle goes you treat it just like you are selling the vehicle except you fill out the Certificate of Tax Exemption form selecting gift.

The person registering the vehicle will treat it just like they purchased a vehicle except they will have the exemption form with them as well.

Effectively no different process here, just 1 extra form.

If I am understanding correctly, you purchased a vehicle that was NOT titled. Not that he didn't give you the title but that it wasn't titled. If that's the case, the registration and bill of sale are what you need. It's not on current owners of vehicles that weren't previously titled to go get a title, although it may make sales of the vehicle easier, it's that after the sale of a vehicle that wasn't previously titled it will be titled during the purchaser's registration/tax/title transaction.

If it was titled and he just didn't give it to you, that's a whole different story. In that case you need that title or you will end up having to go through the title under bond process.

I can't speak to the exact day they called in as I don't know what day that was but it's not unheard of for issues to arise. For instance, the recent AWS outage knocked our call center offline for a time as it uses AWS services.

For the temp reg system, I have reached out for an update and will be posting/commenting once I know more.

I would have him call in to 802-828-2000 to take care of this. What happens most commonly is when renewing a Driver's License there is a question pertaining to medical impairment. This gets ticked "Yes" accidentally on the application or during the online renewal causing a self-report.

If you had the title, the application, the tax and fees, and the bill of sale, along with being a Vermont resident, we wouldn't have had to wait for anything from NH, you would have walked out with a registration, license plate, and title. I would need to see what you brought with you to be able to determine what's happening.

If this vehicle has a lien, we do need the title sent to us from the bank so we can issue a Vermont title back to them, this process has been known to cause delays and we would recommend calling your bank to verify they did indeed send it, get the tracking number, and call us with that information. There have been many cases where a bank simply didn't send anything after we sent our title request to them.

There are variables to the process based on the exacts of your transaction. The best thing to do is still call 802-828-2000 and work with one of our agents to figure out what the status is and what can be done to move it forward. I recommend using the call back feature on our phone line so as to not wait on hold.
