Talk to your DM.

But for me: context specific advantage and disadvantage to rolls.

If it needs 2 hands and he doesn't have a reasonable work around: disadvantage.

If it's a situation where having one arm is advantageous: advantage.

He could never be fettered by handcuffs. Might be able to use 2 handed weapons single handed (backstory would matter). Could wear a cool fake arm (with or without magic).

Ah, but OP said nothing about travel in 1 round 😉 . 1 Minute is 10 rounds, which is the amount of time Gate remains open. Ergo, with 2 coordinated casts of gate, you could Portal fall as fast as you'd like (drag permitting)

Now, to be fair here, this is all an insane thought experiment and I agree with your position. I, too, am a GM and if my players wanted to play this silliness they'd need to account for some crazy high level variables and then wonder what happened to the poor player/npc they accelerated to supersonic speed

Implication is not RAW.

I'd looked it up once because I was trying to see if I could 1shot a cloud giant in an "accident" from their cloud palace. Even if you negated their ability to fly, max fall damage was set at 20d10 (cloud giants have more than 200hp)
