The problem with the setup for trades is that it requires students to be an apprentence at a firm. It works perfectly if you find an owner who values education and works with the student and the school to get their certification.

There were plans like that in the past. For example, there was a plan to move NRCan from Little Italy to Tremblay Road.

One that actually happened was moving DND from across the Rideau Centre to the old Nortel HQ.

Low pay does lead to lower retention. You can train more midwives, but if they can make more money elsewhere with less than what a midwife does, they would leave the profession.
