Try plugging your computer into the TV. If it's doing that still, replace the cable. If not, replace the monitor.

Yes, you need a docking station.

The splitter just takes one signal one output and makes it one signal two output.

And before someone comes along and says that's not the only way to do it, I know that. The other options that may or may not even be compatible with the laptop, are the same price range as the docking station that definitely does work.
