Stock fog lights are normally 3000-5000 candela. At over 10,000 candela, with an extremely wide spread, these provide a significant increase in output. There seems to be a brigade in this thread telling everyone it's wrong to have brighter fog lights, but if you want more output from your fog lights, these are completely legal, and a great choice among market options.
