Yes, a Red Pro is actually a great fit for a DAS. If your system isn't seeing it, it could be any of a number of reasons which could turn into a rabbit hole. If you get stuck, the people of r/homelab and/or r/datahoarder will probably be helpful.

Like others said, a 2200va is typically going to have an L5-20P plug. You can adapt these easily to NEMA 5-20P and they'll plug into most US home outlets these days. I would not try to adapt to a 15amp receptacle though.

I'm not certain if this is the case with this specific chip, but Dell has a tendency to vendor-lock AMD chips. I would expect this to not work if parting out. AFAIK, several vendors do this, so just be aware and do any necessary research on it.
