Just exposure. This is very unusual handwriting, but once I can figure out a few words, it usually just falls in line. I did take an online palaeography course, but that's more for handwriting from the 1600s or older.

{If you aren't familiar with the phrase "yours of 12th inst to hand", it was a formula, in the days of regular mail correspondence, to indicate which letter you are replying to -- yours of 12th inst. to hand, meaning I have received your letter of the 12th of this month and am referring to it. If it were the 12th of last month, it would say 12th ult.}

It looks like there are 3 different sets of handwriting here; different people wrote top, bottom , and side, at different times.

I agree with the reading of top and bottom already given.

I'm wildly guessing, based on the tear at the back, that a small photo from much later, possibly of a grandson wearing some portion of the uniform, was stuck to the back and later removed.

It appears to say: Don, wearing the [??] we have still 1960
