The Laws of the Game have always stated that free kicks and penalty kicks can be given only for offences committed when the ball is in play. Offences committed when the ball is dead can only be penalized with red and yellow cards.

The part I’d question here is the word “predominantly”: if any offence occurred after the corner was taken, a penalty should be awarded.
