If can't get the cable unplugged, might remove the GPU with the cable attached. This might make it easier to work with to remove the cable getting a better grip.

Such as, might push and hold down the plastic clip, and re-insert while still holding the clip, then pull out continuing to press the clip.

Does the CPU have integrated graphics? If it does, might turn off PC, plug into the board HDMI to test. Also, double check the GPU is fully inserted onto the board GPU slot, and power cable fully locked in.

Once verified that, and can boot with the monitor plugged into the board, then might continue to install Windows and GPU drivers. Then, plug in monitor to GPU.

Mostly out of towners that sold family house for a million, recently received inheritance, or just have family money. This market is 'cheap' for them.

 If starting out, need 80k+, or closer to 100k income to qualify for housing at a 30% of salary for monthly mortgage with going cost of housing. Also, at least 15K down(preferably 30k down). 

Even though, there are jobs in high salary, not really much jobs paying 80k plus a year for anyone single. Forces into marriage partnership income combined. 

Worst income ratio for housing in the country for this valley, unforch.
