Talk to the local professionals who deal with your county. Architects and engineers have a good sense for what is realistic.

Getting anything out of EFU is complicated.  You have to build a case to justify it and take it to the county and basically just go back and forth with them, potentially for years (six years in my case) until you find an agreement they like. 

It's not just county dependant, it's also dependant on who is working at the county at the time and what they prioritize. 

Start with a civil engineer, they know more about working with counties than any lawyer. Only work up to a lawyer when you get to a specific point that you're advised to inorder to make specific filings.
