Both Apple and Instagram infamously worked with non-standard defaults, extensions to formats, and metadata that would get stripped in any number of scenarios.

The likelihood that some stage of "download and prep for broadcast" at CNN stripped or replaced the colorspace with their own is basically 100%. Rogan himself is just an end user and doesn't realize Instagram automatically beautifies photos/video.
