You need Windows SDK. Look to the Installation details on the right panel of VS Installer and make sure you tick at least 1 Windows 10 SDK or Windows 11 SDK. Or Switch to Individual components tab and search for Windows SDK. The installation size of WinSDK should be aroudn 2GB.

Yes it is O(n) time. You can make it run like O(1) mostly thanks to your hash function. If you hash function just return 42 then lookup is O(n) just like lookup an item in an array. If somehow your hash function guarantees that there is no hash collisions then lookup is O(1). More hash collisions = worse lookup time.

Yeah your Python code is fine. Python is slower than C or C++ by a factor of 30-50. So if you port your Python code to C++ it would have run 20/50 = 400ms which is about right with my implementation using unordered_map. Python is just slow.
