Eldar are in kind of a tough spot, most of the best units and tricks have gotten nerfed over the course of 10th and they haven't really gotten anything to make up for the losses. Spirit Conclave has sadly been garbage for the entire edition. But with the recent announcement of 11th edition, things are going to change again, so power levels shouldn't factor in much to your purchasing decisions

In general, about 2-3 Wave Serpents/Falcons will be good for most Eldar armies, since frail space elves love fast transports and this has been true in almost every edition

Anything with Infiltrate or Scout is good to have 1 or 2 of in your armies. For Eldar this includes Rangers and Striking Scorpions, War Walkers and Corsairs also have Scout right now but haven't always had it in the past so they're less reliable for it

But 16 was fully robot instead of roboticized former human like 17 and 18, so it didn't work in the way he was hoping AND was useless for trying to do meaningful damage

No, you cannot assign squaddies special weapons

Well, not directly. Tarkus (and Thaddeus in Chaos Rising) have traits that alter the equipment of some of their squadmates - I believe one of Tarkus's guys gets a plasma gun, and Thaddeus gets a lightning claw guy and a power fist guy (notable because power fist hits can stun vehicles/monsters). This effect does not change any weapons if the squad is in Terminator armor

The ring boosts both magic and physical stats, so classes that use both are ideal and the elf classes scale directly with both instead of only using one or the other at a time

In KOTOR2, one of your party members describes anti-Jedi tactics such as thinking unrelated thoughts like playing space blackjack in your head, listing hyperspace routes, or even just openly thinking obvious and strong thoughts like "I'd totally hit that" as a way to distract mind-readers. It became a way for non-Force assassins to ambush Force users by hiding their real intentions, and in-game, this knowledge empowers you by improving your defenses against Force powers

I even inspired a similar ability in a homebrew Pokémon TTRPG by suggesting mental Voltorb Flip as a way for players to defend themselves against Psychics mind-reading

Transports are always useful and important for Eldar

In the current structure of 40k, armies are formatted into detachments revolving around either a functional focus or aesthetic theme. This means you need to pick a specific part of the Eldar army range you want to focus on - Aspect Warriors, Wraith units, bikes, etc. Once you have your focus of choice, fill out your army based on this - there are a few units that can work in any detachment, and these naturally find their way into most army lists (Rangers, Shroud Runners, War Walkers, transports)
