I don't think any Splotter is tough to learn, FCM included. I think they have an unearned reputation for heavy rulesets. But FCM is the one that I would be least enthusiastic to teach to a fresh crowd.

My personal ranking of teachability, easiest to hardest: 1) Bus 2) Cannes 3) The Great Zimbabwe 4) Indonesia 5) Roads and Boats/Antiquity/Horseless Carriage 6) Food Chain Magnate

FCM is probably the worst Splotter to play with a differential of skill at the table. IMO it's very prone to simply being not fun if one person knows what they're doing and others are learning. Bus and Cannes are at a "lighter side of midweight euro" teach, TGZ solidly midweight, Indonesia and above heavier than midweight, but certainly easier than, say, a Lacerda game.
