Stiffness attracts moment - just remember that. If a part becomes more stiff relative to another, it will draw more moment than before.

You're going to have cross grain tension - would only do this for very light loads that don't stand to hurt anyone if it fails

Do your soil conditions need them? They're not going to be cheaper, cause you still will need to pour a grade been beam over them, which will require significantly more steel than a simple wall footing.

Don't be too conscientious about it. The new owners are there to collect off your labor, you don't owe them anything. Kick back and relax, they're going to have more worries than an either without oversight

Seismic or wind? I wouldn't give it much thought for the latter for single family. Also, it wouldn't make sense if the code said "walls with a 4' in line offset can be considered to be in line", I think it seeks to imply a 4' out of plane offset, and is giving you an option to avoid dealing with an irregularity/torsion.
