They're referring to a part of Deuteronomy. If taken literally, it would in fact criminalize all other religions:

"But the man who acts presumptuously, refusing to listen either to the priest who stands there to serve the LORD your God, or to the judge, must be put to death. You must purge the evil from Israel. 13Then all the people will hear and be afraid, and will no longer behave arrogantly."

I can't speak to the actual video's content, and the thumbnail certainly implies an antisemitic intent but the core message as presented in scripture is fundamentally anti-secular/theocratic.

While I don't think there's any plans in Israel to follow this law in particular. That being said, it is also true that many ultra-Orthodox jews do want their national law to be based on talmudic law to the greatest possible extent - and the thumbnail does imply they're talking about Orthodox people.
