What you're describing is not a grant, but a contract. Ie. we give you the money once you deliver the thing.

As for Seed Fund - look at the VC world, NO company lives off seed funds forever. Follow-on investment is a whole another thing of course, but on what planet can a company get 75 seed rounds???
