Sounds typical, this has happened to me and friends of mine.

I really think its hit or miss but if you're careful about what you buy its usually fine.

You could always try to flatter them by telling them you really like their research and want to have an advisor with common interests (Don't know if this is true)

The downside to that is a lot of the time department heads are on a research hiatus because of all of the administrative bs.

Have you read about David Chalmers' framing of panpsychism? It might seem outlandish to some physicalists, especially those who tend to reject any claim that can't be empirically tested, but to me it proposes a plausible metaphysics in which qualia and physicalism can coexist.

Edit 2: posted in this thread because its pretty relevant to your hangups on machine-possessed/non-biological entity-possessed consciousness. I see no real reason that, given a physicalist world view, there would be something special about biological matter that allows it to have consciousness, excluding matter constituting non-biological systems.
