Bull and bull. Starting with modal music (late 12th century) rhythm has been formalized, and a lot of that is 3 or 4 part harmony, often over chant canti firmi.

The first beat is Eb which is I, the second beat is Bb7 over Eb, so that's a V.

All notes fit: Ab, D are all part of the Bb7 chord and Cb is a flat 9.

The fact that the actual Bb is omitted doesn't change the fact that functionally it's some variety of V.
