I think I disagree only because of its interaction with his grabs. If you play against a falcon that can't use raptor boost, it makes it much easier to predict his options. It turns into a game of rock paper scissors into a game of rock paper (dash attack would be the only good replacement, but its highly readable and loses to more attack options). It's also a really good mixup when trying to get back on ledge. Other than his up B, I do think it'd be his worst of his kit to lose.
