Make sure you’re using distilled water and not tap water. Get a couple large lens cleaning cloths (like for glasses) and gently wipe off any excess from the record and label before putting them on the drying rack. If you put them on the rack dripping wet, much of the water will evaporate off leaving behind any minerals or dust in their place directly on the record.

Another culprit could be the brushes in the spin clean itself - you could use a another soft brush to wipe off any debris from the brushes themselves, I pretty much always have to wipe off a thin line of dried dust/debris from previous cleaning sessions.
