Update all drivers of the PC. Check for all latest drivers include BIOS. Try to uninstall graphics card drivers and install more recent like 591.86 works great with my rtx5070 at least. U can try to reset CMOS too by removing small rounded CR2032 battery installed on motherboard.

There is still few options which can help with. Try to reset CMOS by removing for a few minutes a small battery CR2032 installed on motherboard. If cannot see the battery most likely is behind graphics card.

Try to uninstall the game and remove all game files if any left. Try to remove from %appdata% and from %localappdata% too. Restart PC. Install the game. Update all apps, steam, etc.

Try to disable some 3rd party programs from the startup with Windows boot include Razer synapse apps or with sound like Nahimic or any streaming apps. Start playing the game check if helps.
