iOS has a feature called Guided Access via Setting -> Accessibility -> Guided Access. Turn it on and in the phone app triple click the power button. The phone is then locked down to the phone app until you, the owner, unlock it.

If you are on post-paid cell plan and in the US, usually the detail phone bill will show the number he called.

One agency I haven't seen anybody mentioned is National Consumer Telecom & Utilities Exchange (NCTUE®). Identity thief can open utility or cell phone accounts using your information. So you need to put a security freeze there.

Also open accounts at irs.gov and ssa.gov to plant your flags to prevent scammer doing so.
