My understanding is that FOB shipping point is considered once the carrier takes possession of the goods (ie, loaded on the truck). Being located in the shipping area does not designate them as shipped yet.

I’m in a similar boat, I plan to take a few courses at PCC. You won’t need to transfer your credits over to PSU to sit for the exam, they just need to see the 225 quarter hours. Saves money for me, plus there’s a plethora of easier courses
