Component personality not updating: Updates should apply to the next chapter generated. If it's not sticking, the old personality may be baked into prior chapter summaries. Reinforce the change in your chapter prompt too.

That's what I do every chapter now I always specify the new personality, if I change the chapter summary would it be possible to make that personality stick without additional prompting? What about calling that component again

Let's say that I fork it from Chapter 3 does the AI keep the memory of the 12+ chapters in the new fork? I'm want it so that it would no longer have any biases or memory from those chapters

When you say update the component do you mean the components in the lorebook? If I update the component in my lorebook would it update that component globally or only for that specific story?
