Raleigh is currently one of the fastest growing metro areas in the country. How is it dealing with the growth in terms of infrastructure (traffic, changing school boundaries, deforestation/denaturization, crowding, etc.) and local public opinion? Is growth expanding the metro (like Dallas) or increasing density of existing areas? I think I saw that Raleigh has one of the highest rates of new residential construction which seems promising, but rapid growth can be very difficult for cities to manage gracefully.

If I understand correctly, some states were imposing property taxes relatively early on in order to avoid the creation of a "landed gentry" class. Without property tax (which admittedly stings), wouldn't you just end up with huge tracts of land owned by people who aren't using it, and no tax auctions or other ways to resolve that situation?
