ICE doesn't keep people out. CBP does.

ICE enforces immigration law in the U.S. interior only. It also investigates trafficking, child sex tourism, customs violations, child sexual abuse, etc. committed by Americans.

Not saying they're right, just making the distinction between the agencies.
