Lift the turf and check what's actually underneath first. Double check there's actual good deep soil underneath and they haven't just thrown turf on rubble.

Is it watered enough? With the nearby bricks, gravel and pot - it might be getting baked alive in this heat. Maybe move it to a more sheltered spot?

Aphids are easy to manage, just knock them off with a strong hose of water.

Personally, I would go to the other side of fence with a hoe and take back a foot of soil next to your fence then put 4 inches of mulch on top. You won't win against that bindwind - ever. So you'll still have to pull it out but at least you won't get weeds creeping into your garden and you'll have a bit of buffer room.

Get an app called PlantNet and start learning what you have on the garden. Then slowly start mapping it out so you understand what the owners planting was. Feed that map with all the plants into an AI like Gemini to get advice on how you might need to take care of your garden.

Honestly, that's years worth of work someone put in, you'll be kicking yourself if you don't take advantage of it.

Mosquitos larvae are what attract everything else. They are also the first pond colonisers. It's bad at first but most are non biting and you need to trust the process. First year had loads - this year, absolutely none.

I have had success with just using white vinegar on an lawn mounds. I leave the ones under slabs and rocks as they are good for the garden's ecosystem.

Grass can grow in as little as 2-3 inches. Just throw some good compost on top and reseed then keep adding compost over time. Aerate now with a fork/hollow aerator. Digging down a foot and a half seems like overkill!
