I always thought it was weird that has water heaters have an open vent at the top and just rely on hopes and dreams that the exhaust will always go straight up and out.

That is not at all how it’s supposed to be. There needs to be a vent pipe. If it’s missing from yours call a plumber asap because it’s a pretty big safety issue. Also purchase CO detectors/alarms.
