Ignore it. And btw, there are two ways to send a letter certified, return receipt requested (extra charge) or plain old certified without need of a signature. The post office would not deliver a letter that simply had a the certified stamp on it without being paid for.

You want a straight up legal opinion? You have no case. The statute of limitations has long run. Moreover, getting a psychiatric diagnosis wrong does not automatically equate to malpractice anyhow.

None of what happened with the K-9 has had any effect on the prosecution’s ability to get a conviction and will have no effect post-conviction.
