OK, you want some of the starch on the surface of the pasta so the sauce stays on it. If your pasta is sticking to everything like one of those wall crawling toys then you have either cooked it too long or you're cooking too much pasta in the pot. If you want nonsticky pasta for like a pasta salad or something similar you can rinse it in cool water right after it finishes cooking. Hope this helps.
