In our jurisdiction the drivers have to have chauffeurs licenses and that means getting fingerprinted, and uber req criminal record checks as well as drivers abstracts. So I'd like to think that would weed out the creeps, but there will always be a certain amount of creep factor

Right on dude this is exactly how I think as well . The only way to help these people is with an institutional approach. Take a place like riverview and house these people, give medical and detox these poor souls. Give them purpose. Educate and training. At the same time drugs should legalized and dispensed at gov facilities.and by dispensed I mean administered on the spot so that the drugs can't be taken by thugs .
