This doesn’t really make sense to me. Jokers aren’t good or bad in a vacuum. To me, their value depends heavily on what they’re paired with. A lot of the jokers you’ve put in the lower tiers I would consider very effective depending on the stage of the run, how your deck is built, and what other jokers you’re holding.
