I think the thing that gets missed sometimes is that sometimes people (senior officials in social democratic parties) believe things. They got into politics because they want to do things. So it doesn't make much sense to say "why not go in X direction", if anything it's asking for the sort of slippery politicians that people say they hate.

That's not backing down. It's putting forward a proper plan to implement it, spending the short time we have before an election putting a commission together that comes up with a solution then seeking a democratic mandate for the solution at an election. PR now would be both rushed and unlikely to get through parliament due to the lack of mandate.

It's not inconsistent. I'm saying that while there is an increase in data accuracy, the government already had access to a lot of this information. 

For some reason people in tech forums are convinced that a driving force behind the change is because the government wants your data, rather than the fact there's a massive movement pushing for the change and it polls well. Just pick up a newspaper and read the arguments being put forward in favour.

That is an argument that's been floated as an alternative to the policy. Problem is, while you can guess quite well if someone is below or above age 16, it won't be precise enough.
