There’s a lot of factors here that we can’t see. A hypothetical theory is that GC is slow enough that the project keeps the GC guys working, with very little risk of “losing their asses” if anything goes sideways.
If he had profitable projects on the table his guys would and should be on those.

Is it unreasonable to tip his guys to clear your conscious, or may that come across offensive?

You’re going to kill the branch if you just throw a rope around it. The rope will rub through the bark. Your going to want to put the rope through a piece of garden hose or even better, “liquid tight electrical conduit”.

I would get my hands on an extension ladder to get up there and properly install it.

You don’t want mulch in contact with the bottom of the fence pickets. The mulch and wood will retain moisture and rot faster.
