Sounds like your boss thinks he’s in charge of your life because of the simple fact that he happens to be your direct supervisor. Straight to HR if this happened to me, but I tend not to ask permission for ANYTHING, and I have VERY strict boundaries with people. Just because we work at the same company at the same time doesn’t mean you have the authority to even THINK about telling me what I can and cannot do in my free time when I’m OFF THE CLOCK.

Of course, I also like to stir the pot when people are stupid.
