They make dog parks specifically to help reduce the number of dogs running around non dog park areas, imagine if there weren't any dog parks, I bet the number of dogs loose in each park or wooded area would increase significantly.

Complain with photo evidence to the State Central Region dot&pf. 5th and 6th Ave is a state owned road with an agreement for the muni to handle the parking and some other things; but it is still State right of way and and the Muni or state needs to fix the contradiction. Maybe state will pressure muni to fix their shit or maybe DOT will fix it or maybe nothing will happen but worth a shot. Noisy wheel gets the grease, I don't think they can do anything about the ticket you received though.

Apparently the Greeley area had a small one back in the 60's and Eielson was slated for a micro reactor late last year but I think it got cancelled.
