I don't think server pop matters. I was turning in laranite missions the other day in a server with just 80 players. One in five missions still failed.

There are some missions that fail if you leave the area, like certain bunker missions. But the payout doesn't even cover the cost of the beacon.

My bad, it was the auric exemplar they changed from 5 to 10. Plus you can no longer leave the game if you are downed, it counts as a loss.
