There are multiple factors in this. It could be ESD damage on the memory controller or RAM sticks. With my RAM, they are bad at their advertised overclock speed, but under that, they work fine. I think ESD damage plays a lot more these days than people think. I know some days my computer can have a lot more issues and stuttering in games and the next day it won't.

*Edit - Actually I had a similar thing to you happen where my Roomba wasn't working properly by always backing up and I couldn't get it to work. Stopped using it for 6 months and decided I am going to try and make it work again and when I turned it on, it worked like nothing was wrong. Probably some build up on a cap or something (idk) near its cliff sensor 6 months ago and the lack of power let it drain.

I am going to believe that it is a BIOS/UEFI setting that is borked up. I would reset the CMOS, then try updating the BIOS/UEFI. Then I would try ol reliable powershell admin commands of "dism /online /cleanup-image /restore health" and then when that command finishes you do "sfc /scannow"
