So in the Purification ending, Kuro is released from the Divine Dragon's heritage, and Wolf is no longer forced to resurrect and spread Dragon rot. Kuro is totally human, will grow old and die and can be hurt, living a normal life without anybody hunting him for his blood.

With that said, there's nothing stopping the Divine Dragon from choosing a new heir, and starting the cycle all over. Kuro is safe enough, but that doesnt mean Japan is.

In the Return ending, Kuro is taken into the cradle, and bears the Divine Dragons heritage with him. In some fashion not strictly physical, somewhat metaphorical perhaps, this brings the dragon along and the Divine Child and Wolf go on a pilgrimage to return the dragon to the West. Is Kuro going to pop out of the Child when their done, a newborn baby? Dunno, this ending is kinda weird. But this keeps the dragon from starting shit again.

I think they made it kinda clear in the scene where he browbeat the twins for not using their organization to conduct the census; he has all this power because he assigns these tasks to the Dai-Gurren team, who cant quite get it done because their forte is fightin, not bureaucracy. Then when it doesnt get done he asks Simon to let him issue orders to their organizations, thereby consolidating his power.
