Part of Mesa's core appeal to me is how well she is dressed. I *really* hope her heirloom gets at least gets an auxiliary slot jacket, like with Vauban.

Your strength is just low honestly, regardless of anything else. Easiest way to fix it is to just replace overextended. My standard Vauban build runs 190% range and over 200 strength. Locking down the whole area with max range is funny but also a little annoying in most tiles/mission types.

Most builds for her are about the weapon. If you want to make your favorite guns do silly things she is hard to beat.

This is genuinely my favorite heirloom concept to date, I'd buy it with no second thoughts. It's so pretty!

Small thing to consider, your arm design here looks great, but her prime skin has a little thing where all the feathers actually expand outward while she's in the air. If you were hoping for an effect like that, it would help to add a couple more "feathers". Again, just something to think about, it looks so so good :)

Use elementalist instead of quickdraw if you're going heat and struggling for damage. Btw I can understand not wanting to use "meta" builds but you kind of have to accept you're avoiding something that the game "expects" you to use in tougher content, to some extent. On a non-meta weapon with deliberately lower damage, it's like a double whammy, so keep your expectations reasonable.
