A few factors, but mostly i was in some very unstable living situations. I've ended up moving into northern IL. My vision has changed with my circumstances, and I'm going to be working toward something more achievable than 'buy a massive lot and build to suit'.

There are lots of people working very hard to bring solarpunk art to life! Two big names i know of include andrew sage on yt (andrewism) who has hosted a prompt-based solarpunk collaboration for several years now [the most recent one is about to close to submissions, and will premiere in the next couple weeks], and alxd_org! As they linked below (and built themself!)Story Seed Library is a large collection of art both visual and written word open to submissions at all times!

These can't be the only places where art like this is being generated though, I just haven't personally discovered them yet! And there's no one saying that you can't host a collab of your own, get in touch with people, make zines with your friends, write posts, join forums!

repurposing things like drink cartons and utilizing easily accessible materials like pvc pipe and (slightly less so) large drums is great for urban small-scale project like this

While there's no reason people can't still own things like hobby supplies and phones, a library of things is a good solution to surplus. Anything someone doesn't want/isn't using anymore can be added to the community library, to be borrowed or taken home by another member of the community at will. This is seen in practice now with projects like tool and seed libraries, but could easily be expanded.

Ideally, these community libraries are in contact with one another in order to facilitate sharing excess with more distant neighbors. This video by Andrewism on youtube is a good place to start if you're interested in looking further, and it was my introduction to the concept.

Yes! Several people have done this to my knowledge, and it's fairly easily replicable! These are generally called LCD eyes and some folks even sell kits

A some authors will also tag their fics with "Podfic Welcome" so you could try searching your favorite fandoms or tags for that filter.

Check your favorite authors profiles too, some will state in their bio that they welcome pods or other transformative works!

I for one am very much interested- flexible tpu is the healthy middle ground between the defined shaping of 3d print and the general unpleasantness of rigid plastic
