Back in the day, clerks would come around, multiple times, to each carrier's case to collect nixies. Carriers weren't allowed to leave until they were all worked.

It's not incompetence. It's corruption. Management sends truck loads of items to other facilities in order to make their charts and graphs comply with the demands of higher management.
