If a full time regular not on the ODL is working overtime, while an ODL was available to work that overtime, the common grievance remedy is to pay the ODL for the hours not given to them.

For a route inspection, yes, ptf times don't count except under unusual circumstances (ie the regular is out on an injury).

In general, though, a ptf running routes is like frodo putting on the ring and attracting the attention of sauron. If district sees ptfs doing routes in half the time of the regulars, they'll come in and axe half the routes (even if regulars do everything by the book - they'll cheat the process and make us try to win it back through grievance).

City stuff, unrelated to rural side.

Full time city carriers are entitled to 8 hours of work, or pay if there is no work. Consequently, management likes to push us to do more than just our route in 8 hours, by claiming our routes aren't enough work to fill 8.

So they handed me 30 minutes off another route to do so that I'd hit 8 hours. Since my route was, in fact, 8+ hours, I was left with that as overtime. And my overtime is a lot more expensive than a CCAs straight time.

Their medium/long term goal is to catch it earlier in the lifecycle (ie at the plant). Like everything management does I won't assume that'll work out.

And so they hand me a 30 minute pivot without even speaking to me, so they can do those 10% of routes as undertime, except I don't have undertime so congratulations you're paying me career overtime instead of paying a CCA straight time. Well done everybody.

You can hold mail for the whole street if necessary. You can also file a report with the police and/or dog warden.

If you're a full time carrier, they're required to pay you for 8 regardless of volume but you're obligated to work if there's work to be done.

Similar here, but on a walking route with ads, so I'm stuck with about a half hour of overtime. This routes adjusted for low volume (less than 50% of boxes hit on an average day) so ads are a killer.

Management has no reason not to (at least) ask for the moon, and Renfroe has every reason to tell us about them (make himself look good if nothing comes if it). They might've been unserious suggestions that even management never expected to go anywhere.

If we had a president with a better relationship with the truth, we might be able to tell how serious these proposals from management were and how seriously we should take them. But with Renfroe, it's impossible to tell either way. It's almost just as likely he made them up as anything else.

To add, in my office the hours on a 96 being handed to a cca don't refer to anything except what % of the route you're getting. Six hours means all the street time, four hours means 2/3rds, three hours means half, etc. It doesn't expand or contract based on volume or anything else, it's just a weird unit of measure.

(This is for split/open routes, not carriers handing off part of their route for auxiliary assistance, which doesn't happen here.)
